Breakdown coverage is not the same thing as a service area on a map. Virginia Beach anchors the eastern half of Hampton Roads, one of the deepest natural harbors on the East Coast and home to the Port of Virginia, the largest US East Coast container port for non-NY/NJ TEU growth. Drayage from the Norfolk International Terminals, Virginia International Gateway in Portsmouth, and the Newport News Marine Terminal feeds I-64, I-264, and I-664, while the dense Naval Norfolk military-cargo footprint creates a constant base of military-spec freight. Hurricane season, the Hampton Roads Bridge-Tunnel height and HAZMAT restrictions, and oceanfront resort surge weeks all impose freight constraints unique to this market.

Freight through Virginia is generated in large part by Port of Virginia (NIT + VIG + NNMT terminals), Naval Station Norfolk (largest naval base in the world), Newport News Shipbuilding / HII (Newport News), Sentara Healthcare (HQ + multiple facilities), Amazon ORF1 / ORF2 Fulfillment Centers, Joint Expeditionary Base Little Creek-Story (Virginia Beach), Norfolk Southern Railway, Naval Station Norfolk (US Navy), Sentara Healthcare, Port of Virginia (Norfolk International Terminals), Norfolk Naval Shipyard, and ADP. Fleets serving operations at that scale do not measure a breakdown in hours, they measure it in missed docks, which is the standard our response times are held to.
